Accept WHATWG change to drop restrictions on the Bidi algorithm? #751

On Aug 10, a large chunk of the Requirements relating to the bidi algorithm was removed from the WHATWG HTML spec (see refs below).

@r12a in reading the related issue, it's not clear to me that you agreed with the change to drop these requirements. Can you confirm whether that solution was acceptable? If not, we plan to similarly drop these requirements in the W3C HTML spec in the interest of harmony unless there is a good reason for a divergence. See W3C HTML Commit a5b7f18.

Still waiting for comment from @r12a. Moving to "When it's ready milestone" as the default action was already taken to align the two specs...

After consulting with bidi experts, the i18n WG agrees that this is a thorny area, and thinks you should go ahead and align the specs by dropping these requirements.

Super! In that case, we can close this issue, as the two specs are aligned on this point.
