Add discussion results from Aug 8 F2F for punctuation, on JLReq sections 3.1.1, 3.1.2, 3.1.3, 3.1.4, 3.1.5, 3.1.6.
@r12a there is punctuation section (3.7) in typographic index, but not in neither Japanese gap-analysis nor language matrix. In some other language, like eurlreq/Dutch has some note on punctuation handling by line break in 4.3 Text alignment & justification, are we better to find these suitable place and to put above sections into suitable place(s)?

among this, 3.1.1 (not a css issue), 3.1.2 (ok), 3.1.6 (ok) does not need issues labeled as 'gap'.
also gap-analysis issues are submitted (although might need edits) as follows:
