I have some difficulties understanding the validation of "new terms".
Namely, I read in IM 3.1:

To provide additional terms (beyond the ODRL Core Vocabulary), then an ODRL Profile must be used.

Does this exclude the use of any URI not in the ODRL namespace? For example, http://dbpedia.org/resource/Euro appears in Example 22. We cannot say either "you are only free in the values of the properties", because an unspecified number of metadata properties are accepted.

However, having new actions or restrictions should be strictly observed... so... do we have any criterium more specific?

Should we refer to section 3.3 then to be precise as what can be defined in a profile?

That is:

An ODRL Profile MUST be defined to provide vocabulary terms (as scoped in section 3.3) that can be used in ODRL policies requiring additional semantics.
