The Ensure Exclusivity LeftOperand in the Common Vocabulary - https://www.w3.org/TR/odrl-vocab/#term-ensureExclusivity - has this Note:

If used as a Duty, the assignee should be explicitly indicated as the party that is ensuring the exclusivity of the Rule.

But only the assigner can ensure the exclusivity of a (permission) rule as only this party has to right to assign a rule to any assignee party. Therefore the Note should be:

If used as a Duty, the assigner should be explicitly indicated as the party that is ensuring the exclusivity of the Rule.

This also aligns with the definition of ensureExclusivity in the ODRL 2.1 Common Vocabulary - https://www.w3.org/community/odrl/vocab/2.1/#action-ensureExclusivity
