Modified the config files as a preparation to CR

I have

• added the missing items to the config file for a CR: CR end dates, implementation report URI. These should be finalized when the dates are settled.
• the 'CR' is commented out in favour of 'ED', and the publish dates are commented for now
• the index.html files have also been modified, adding the defer attribute to the respec link. It seems that it avoid some race conditions in displaying respec

@iherman a small note...we don't edit vocab/index.html as it is auto-generated from a script. I have added the respec change to the template file and re-made
