Clarify that there were 3 independent/interoperable implementations

...just in case the short version casts doubt over why PE went to REC

Actually this isn't true :-(. We went to REC in Feb '15 because we had Edge and a pre-release version of Firefox for Windows Metro working. I didn't announce Google's intent to implement until March and we didn't land the first patch until April. Having a Level 2 spec with some breaking changes were (and are still) an explicit requirement for shipping in Chrome.

Maybe just change this to focus on Firefox only?
