Based on the docs for maxTocLevel it appeared that only the ToC would be truncated at the level set in maxTocLevel and section number would continue throughout the document, unfortunately it bails auto-numbering sections when max level is hit.

"A number indicating the maximum depth of the table of contents, in case you wish to limit it so as to keep it more readable. Defaults to 0 which includes all levels."
I am working on a fix but don't wait up.
