ToC characters seem messed up #867

At the WPWG meetings last week I noticed that some people's respec documents were displaying the unicode characters for the ToC controls incorrectly. I am now seeing this on my own user agent from https://w3c.github.io/webpayments-overview/ and others. Seems a little messed up.

Turns out that the problem is that https://www.w3.org/scripts/TR/2016/fixup.js is not being served as UTF-8. Uggh. I have mentioned it in #pub
