Replaces Travis with a GitHub action (respec-w3c-auto-publish) to validate and auto-publish the spec.

Nu HTML validation is failing due to CSS: “scrollbar-width”: Property “scrollbar-width” doesn't exist., which ReSpec v25.5.0 uses in definition panels.
At least we now know the action works.
Updated: Released ReSpec v25.6.0, which fixes above.
