Abstract

Since the article title contains a plural, it is a little jarring to have it followed by singular forms of verbs. I suggest that adding "the" in front of it makes the reading experience a bit easier:

Requirements for Silver document is
The Requirements for Silver document is...

Requirements for Silver is published...
The Requirements for Silver document is published...

Remove extra word "do"

...have partnered to do incubate the needs...
...have partnered to incubate the needs...

Suggested edits for tense agreement and readability

The group planned research to study the needs, developed problem statements, received input from industry leaders for directions to procede, and have drafted these high-level requirements for the next phase of the project, the prototyping and public input.

The group: 1) planned research to study the needs, 2) developed problem statements, 3) received input from industry leaders for directions to proceed, and 4) drafted these high-level requirements for the next phase of the project -- the prototyping and public input.

I also find "planned research to study the needs" awkward. 'researched requirements'? 'researched the scope'? 'researched and defined the needs of a larger stakeholder group'?
