From a meeting (30/08/2020) there were a couple of question about requirement 4.7:

The Guidelines motivate organizations to go beyond minimal accessibility requirements by providing a scoring system that rewards organizations which demonstrate a greater effort to improve accessibility.

It didn't seem like scoring was the only way to meet this, so perhaps would be better as:
"The Guidelines motivate organizations to go beyond minimal accessibility requirements by providing a model that rewards organizations which demonstrate a greater effort to improve accessibility."

Suggesting this wording PR #731:

The Guidelines motivate organizations to go beyond minimal accessibility requirements by providing a conformance model that rewards organizations which demonstrate a greater effort to improve accessibility.

Changed "scoring system" to "conformance model".

Given this is about motivating improvements, I wonder if it is a requirement of the Guidelines at all? Rather than being a requirement of the broader ecosystem in which the Guidelines sit.

Closing the PR was merged. There is still a review of all the requirements wording coming up with #735
