This pr begins to flesh out the styles and structure of the detail page for an individual guideline.
I referenced the new WAI website in selecting colors and fonts in order to promote consistency. For the copy, I used some pretty rough placeholder text, based on the notes from CSUN and additional Silver documentation.
I also updated the readme file with some new guidelines as well as my thoughts on what we need to do moving forward (such as establish a method for testing prototypes.)
I'd really like to develop this further into a living style guide, using a prototyping framework such as Pattern Lab or Foundation.
Looking forward to hearing your thoughts, and I hope this will be helpful going into AccessU!
