Add reversed and turned time signature digits, plus common/cut-common glyphs, for canon/cancrizan writing #21

I propose adding two new ranges, Turned time signatures and Reversed time signatures, each containing turned and reversed versions of the first 12 glyphs of the existing Time signatures range, e.g. timeSig0Turned and timeSig0Reversed through timeSigCutCommonTurned and timeSigCutCommonReversed.

Each of these new ranges will reserve 16 code points, of which 4 will remain unoccupied in each (i.e. 12 of 16 will be occupied in each range).
