Add security and privacy section. #224

Add a section discussing security and privacy considerations. Treat, for example,

  • DTD entities (not used)
  • XSLT transformations (not used)
  • dereferencing external resources (audio, fonts, images) with xlink:href

[Meeting 2016-12-01] @skynavga raised the additional example of using xlink to browse to other content from e.g. a span element. Also that we don't dereference resources using xlink but src instead.
