The default value of blur radius is not specified for both tts:textShadow and tts:textOutline. It should be zero.

See also w3c/ttml1#351 where it was resolved that default blur radius should be specified as zero. Unless there is any unexpected difference between TTML1 and TTML2 here we should take it that the same resolution applies. Marking as discussed and agreed on that assumption.
