Reflect tts:opacity applicability expansion in features #728

From TTML1 to TTML2, the applicability of the tts:opacity attribute (refered to by the #opacity feature) has been expanded to also apply to certain content elements. Therefore additional features should be added to separate the applicability on tt:region and on the remaining (content) elements.
