Consider "dispute" as an action

Disputing a VC is a natural action, but involves a new role in the ecosystem.

Find some way to discuss this. It may be in a section in "additional actions". I don't mean to suggest Dispute should be added to the main set of actions.

While disputation is important in many use cases for Verifiable Credentials, the mechanism for disputing a VC will be highly tailored to the VC itself and the use case for which it's presented. We don't foresee a global mechanism to support this that would not require significant overhead to limit trolling etc.

Closing as we have neither a global solution for disputes, nor do we have a way for issuers to publish a dispute endpoint.
