Comment from @Sylvie42 (w3c/wai-people-use-web-videos#79) related to this story:

"Works well: “Captions appear at the bottom of the screen against a solid color background that offers good contrast between the captions and background.”"
"the captions often appear on top of the video. This obscures the video and makes the captions hard to read over a background that is constantly changing.”"

Thoughts from the videos subgroup:

  1. "on top" could be confused with the position of the captions rather than the overlap aspect.
  2. It is not clear if you mean the captions should appear separately from the video or "on top".
  3. Might be better to promote captions that can be moved/repositioned than in a fixed place.

I have changed the text to remove 'on top' and added in a reference to being able to position captins.
