I think "This page helps you get started writing web content that is more accessible to people with disabilities" and "These tips introduce some basic accessibility considerations" are too repetitive. Maybe something like "This page introduces basic/first/initial/early/??? considerations to help you get started writing web content that is more accessible to people with disabilities"?

In addition, I think it may be worth emphasizing that these are incomplete considerations - it is implied by "basic" and "get started" but I think it needs to be even more loud and clear along the lines of "this is nowhere complete or even comprehensive list". However, maybe this particular bit of information does not need to be on all sub-pages but it is enough to have it on the intro page.
