SC 1.2.9 is supposed to apply to audio-only content, which by definition excludes video, yet in the understanding document the first example given of its applicability is "video conferencing":
The intent of this Success Criterion is to make information conveyed by live audio, such as video conferencing, live speeches and radio Webcasts, accessible through the use of a text alternative.
Shouldn't this be "audio conferencing" or "audio-based web conferencing" or some similar term that doesn't bring video into the discussion?

Yes, I suspect the text is describing the audio portion of web conferencing software that may optionally include video but typically the video and audio can be controlled independently thus creating a situation where audio only can exist.
#1837 would avoid the confusion (or, if that scenario you describe @mraccess77 was really intended, it would need a lot more of an explanation along those lines in the understanding doc ... which i think would actually make things more muddled)
