This sentences don't work well, a re-write would be nice, especially the "It is critical" part:

For people with low vision, enlarged text with reflow enables reading. It is critical. Enlargement enables perception of characters.

Suggesting something like: "For people with low vision it is critical to reflow text when enlarged as this enables reading."

How about:
Current:
For people with low vision, enlarged text with reflow enables reading. It is critical. Enlargement enables perception of characters. Reflow enables tracking. Tracking is following along lines of text, including getting from the end of one line to the beginning of the next line.

Proposed:
For people with low vision, enlarged text with reflow is critical to enable reading. Enlargement enables the perception of characters and reflow enables tracking - following along lines of text, including getting from the end of one line to the beginning of the next line.

I could live with it. But it has an average readability grade level of about 14. It should be easily understood by 19 to 20 year olds. Whereas the original has a average Readability grade level of about 10 and should be easily understood by 15 to 16 year olds.

For people with low vision, both enlarging and reflowing text are critical to reading. Enlarging text enables the perception of characters. Reflowing text enables users to track from the end of one line to the beginning of the next line.
