This was at Google's request. I filed an issue on it and asked around on the animation slack if anyone thought we should keep this and no one thought we should. Don't shoot the messenger.

(And for what it's worth I wrote all that spec text and those diagrams that got deleted and we implemented it all in Firefox and wrote cross-browser tests for it.)
