RTCError should have WebIDL-friendly definition #1416

  • The current definition for RTCError seems to be copied and modified from the ecma-262 spec.
  • The description look out of place as compared to the other sections.
  • There is no WebIDL definition for the RTCError interface.
  • The enum RTCErrorDetailType is defined but not referenced in the RTCError constructor.
