"Make tidy" is missing #2558

was anyone still using make tidy? if so, I can reinstate that part of the makefile, of turns that too into a github action |
The spec needs it. But we haven't dared use it while there were outstanding PRs, so it hasn't run in a long time. |

On June 19, the Makefile was deleted, in a commit called "Replace usage of Travis and webrtc-respec-ci with github action and respec-validator" (which doesn't seem to have been a pull request).
This means that "make tidy" no longer works.
Should we care about HTML tidying?
