The WebRTC-SVC API does not support discovery. Yet the specification includes material relating to discovery in Section 5. However, this material seems out of place.

Section 5 talks about the Media Capabilities API. This material (as well as the discussion of MC in the Privacy Considerations Section 8.1) seems like belongs in the Media Capabilities API specification.

Section 5.1 seems like it would fit better in Section 4.

Clarify meaning of spatialScalability

WebRTC-SVC Section 7.1 includes text relating to discovery which belongs in the Media Capabilities specification.
