WIP

Still shows three at-risk items, once we merge some pending PRs these should go away.
This PR also checks in a "static.html" generated from the latest index.html (by exporting from ReSpec) to make sure that the IR is based on the latest editor's draft but still has correct section references etc.
Once we merge other PRs I can quickly update this during the TD call to make sure that all at-risk assertions are, in fact, resolved.
