Close entries dialogue

First, user must specify which races to close. Then, each race selected has some sanity tests run against it.

Present warnings to the user about the following issues

• BC memberships not valid or no details
• Boats in wrong race
• No payment or payment does not match

User should be able to enter numbers of boats who have not turned up (dns)

• Warn if classes are inquorate (<3) or combining recommended (<6) so that races can be combined

On clicking OK, all empty crew places should be removed from the spreadsheet as these are no longer needed, then re-apply formulas to make sure these are working OK. If Starts, Finishes, etc. sheets are not present then create these.
