FEATURE REQUEST: disk storage provider #334

This feature may be present, and i cannot find it...

Instead of storing in a blobstorage i would like to use wal-e to just store its data in a given directory. This would allow easier testing and provisioning in situations where blobstorage is not present but network attached disks are easy to come by.
