Right now, the tfswitch tool uses files which by their name are specifically for tfswitch. This is great. However, it would be also great if tfswitch supported the .terraform-version file which can be used with the tfenv tool: https://github.com/tfutils/tfenv#terraform-version-file

That's it. That's the Issue.

* fixes warrensbox#60
* treats `.terraform-version` file exactly like the `.tfswitchrc` file
  for simplicity's sake and duplicates the if statement so this behavior
  can easily be modified later
