Feature or Problem
In order to fulfill the Best Practices section of CLOMonitor.io, we need to publish the
wasmcloud-charton ArtifactHub (and link the ArtifactHub.io badge in our README once that's done).This implements a pipeline that allows us to publish the ArtifactHub.io Metadata file and work towards Verified Publisher while also helping us with Official status.
