In some special arrangements it is important that PIP windows can restore properly if they are set to float over the menu bar area. They should also keep their aspect ratio relative to their target screen.

Together with #2043 this should make PIP window positioning properly permanent (as long as the screen/display hosting the PIP display is available from the previous run).
