This seems to be a ScreenCaputreKit API issue which does not seem to work as advertised on Monterey. On 12.6.5 if the user disables Show Mouse Icon, capture starts working but with 12.6.8 even this fails. I am not sure if there is a proper workaround for this.

All right, ScreenCaptureKit has various bugs in Ventura (and Sonoma), but those are nothing compared to how broken things are in Monterey. You apparently can't stream an entire display as you need to provide a running application or existing window to be excluded in the exclusion list otherwise SCStream just won't do a thing. It's truly amazing how finicky and unstable this thing is...
