The setting should let the brightness slider have the HDR/XDR headroom all the time without toggling the setting. On external HDR displays HDR upscale should work when the display in HDR mode.

On HDR displays enabling this setting when the display is in non-HDR mode should give a popup informing the user that the function works with HDR enabled only and should offer the option to enable HDR.
