Repackaged Capacitive Sensing Library

We have repackaged Paul Badger's Capacitive Sensing Library for Arduino
to observe the new IDE filename and directory structure instantiation.
It is the same code, but should be easier to install in the latest
Arduino IDE.  The original resource is maintained by Arduino here:
