Broke apart promo repository area to allow the repository to be extended to add on page field promos
- Helps prevent breaking sites during an upgrade by extending site-specific changes to their own file
Merged the content-area component into the layout file
- To support the 'contained hero' in older sites
- To allow for custom content-area changes (like med's top promos) to be separated out into their own file, added the layout flag in the base config.
