module not found

I'm in the transition of moving my config over from Vimscript & vim-plug to Lua and packer.vim. I have a init.vim file that starts the Packer and Lua configuration. However, when I run:

nvim --headless -c 'autocmd User PackerComplete quitall' -c 'silent PackerSync

I get:

E5113: Error while calling lua chunk: /home/user/.config/nvim/plugin/start.lua:11: module 'lualine' not found:

I have my configuration here: https://github.com/ellioseven/de-web/tree/lua/config/nvim

Not sure what I'm doing wrong?

I was able to solve this by first installing plugins with:

nvim -u ~/.config/nvim/lua/plugins.lua --headless -c 'autocmd User PackerComplete quitall' -c 'PackerSync'
