Upgrade CircleCI image to ubuntu-1604:201903-01 #2195

Use ubuntu-1604:201903-01 because:

  1. The default executor (circleci/classic:latest) uses Ubuntu 14.04, which reached
    end of life (can't get around of why that's the default, but it is).
  2. Circle recommends ubuntu-1604:201903-01
