A query for all distinct values of a field is currently not possible.
An aggregation query only returns the default maximum of results there is no limit parameter.

{
  Aggregate {
    Things {
      City ( groupBy: ["name"],where : {path: ["inCountry"],
           operator: Equal, valueString: "Brunei"} ) {
        groupedBy {
            path
            value
        }
        inCity{
          count
        }
      }
    }
  }
}
