chore: check bump in ci

Summary

sometime changeset may have problems when we do bump, but it's too late to find these bugs in release which cause we waste time on build bindings which can't be published https://github.com/web-infra-dev/rspack/actions/runs/4663369570/jobs/8254632533, this pr finds these problems ASAP.
