This is used by tools.wpt.virtualenv (and provided by setuptools).

So FWIW https://github.com/pypa/pip/pull/10157/files seems to be the PR in pip that removed use of WorkingSet (which is what we're using)

But really the easiest fix is to revert to running pip via the command line, but trying to invoke it less often. There could be a perf penatly for that though.
