Describe the bug
The footer section of the default layout.html hides the grid's selectable buttons if paginate=0.
If I check the web page source code the buttons are there. They simply aren't visible.
If I clear the footer section of layout.html the grid's selectable buttons show up.

I think it's some CSS bug in the default footer section.

To Reproduce
Just create a grid with paginate=0 and more lines that the screen can hold.

Expected behavior
The grid's selectable buttons should always appear.
It shouldn't depend on the value of paginate.

Windows 10 Pro x64 1903
Firefox 67.0.4 x64 or Chrome 75.0.3770.100 (Official Build) (64-bit)
Python 3.7.1 x86
web2py 2.18.5
