windows install

• 32bit python 3.5+ （2.7不支持，因为用到了C++ 11）
• msvc 2015 （visual studio 2015 community) step:
• press windows key and input vs 2015, select the vs 2015 x86 command lines prompt
• python setup.py build
• python setup.py install

Linux install (not implements)

• 中信linux版本目前好像支持centos。ubuntu不支持。
