Looks like the page still tries to open two popups on Chrome too but the second one gets blocked by the popup blocker. Maybe the first popup consumes the transient user activation.

Thank you for reporting this issue, I was able to reproduce it.

• Browser / Version: Firefox Nightly 115.0a1 (2023-05-10) / Firefox Release 113 / Chrome 113.0.5672.64
• Operating System: Windows 10

Notes:

1. Reproducible on both Firefox Release and Nightly
2. Not reproducible on Chrome

It might be something that Chrome does to block duplicates from opening but moving the issue to needsdiagnosis nonetheless.
