Thank you for reporting this issue, I was able to reproduce it.

Tested on:
• Browser / Version: Firefox Nightly 116.0a1 (2023-06-12) / Firefox Release 114.0.1 / Chrome 114.0.5735.110
• Operating System: Windows 10

Notes:

1. Reproducible on both Firefox Release and Nightly regardless of the ETP status
2. Not reproducible on Chrome

This looks like a server-side thing, because http://lutheransforlife-canada.ca/wp-content/uploads/2016/02/lfl_LogoVariations-Header.png is 403'ing in Firefox

Comparing the curl requests in Firefox and Chrome, the site expects a referrer header, which Firefox isn't sending:

referer: https://lutheransforlife-canada.ca/

Indeed, if I directly visit the image in a new tab, Chrome also gets the error.

The question is why Chrome and Safari send the header but Firefox does not. I've filed bz1839233 to find out.
