Description: The checkboxes are hardly visible
Steps to Reproduce:

1. Navigate to https://connect.usa.gov/explore-page-subscribe
2. Scroll down to “Benefits, Grants, and Loans” area and observe the checkboxes.

Expected Behavior:
The checkboxes are visible.

Actual Behavior:
The checkboxes are hardly visible.

Note:

1. Not reproducible on Chrome Mobile 67.0.3396.87.
2. Reproducible on Firefox Release 60.0.2
