Problem type: Design is broken
Description: CSS styles are not applied and the JS scripts don't work either. In other words, a static page is displayed with just the text, no design, no media, no javascript.
Steps to Reproduce:
I think it started after an update. It has been going on for nearly a month now.

My first hunch was also Tracking Protection, but I'm getting this:

This is not cached site. It's how it's displayed after a Clear Data operation.

I wonder why both the reporter and @reinhart1010 are getting the CSS stripped version,

I'm the reporter.

My urlClassifier.trackingTable has a value of test-track-simple,ads-track-digest256,analytics-track-digest256,social-track-digest256,content-track-digest256 from about:config.
If I remove content-track-digest256, then steam loads correctly.
I have not manually included any values in this field and most of them go away if I press the Reset button on this field.

fwiw with a private tab I don't get the issue either. I have a full page displayed.

Returning to this one...

So I have retested this issue on Huawei P10 (Android 8.0) - 1080 x 1920 pixels (~432 ppi pixel density) and Firefox Nightly 63.

Changed the urlClassifier.trackingTable from the default settings test-track-simple,base-track-digest256 to test-track-simple,ads-track-digest256,analytics-track-digest256,social-track-digest256,content-track-digest256 from about:config.

Refreshed the page, but still couldn't reproduce the issue.

As a sidenote, the TP Shield is no longer displayed after editing the urlClassifier.trackingTable, but the TP is Enabled in the Settings-Privacy menu.

Removing this issue from the "See Also" list of https://bugzilla.mozilla.org/show_bug.cgi?id=1101005, and marking it as Worksforme.
