Thanks for the report,
I was able to reproduce the issue. The site is noat loading on Firefox.

Tested with:
Browser / Version: Firefox Nightly 68.0a1 (2019-03-27), Chrome 73.0.3683.75
Operating System: Ubuntu 18.04.2 LTS

It seems that this script has the wrong encoding.

The browser seems to have difficulties to ungzip it.
And basically because this page is just an empty template starting a JS script, if the script fails nothing is starting.

The console says:

SyntaxError: illegal characterbundle-e86e8b.js:1

Note that probably Chrome is not happy too.
[Violation] Forced reflow while executing JavaScript took 192ms

but it recovers it.

So it's probably both a needscontact and a bug for bugzilla.
