Thanks for the report, but I'm not able to reproduce the issue.
I accessed the link and the site loaded with no issues as presented in the image below.

Tested with:
Browser / Version: Firefox Nightly 71.0a1 (2019-10-23)
Operating System: Windows 10 Pro

Reporter, could you please update to the latest Firefox version, and give it another try?
Also, could you try clearing cache/data/cookies, disable Ad-blocker (if available), or use a clean profile (about:profiles), and check again?

As mentioned above, hanzidb.org is not accessable using Firefox or Chromium on my openSuse Leap 15 system. curl and perl LWP::UserAgent work. Also, Firefox on Android works. Firefox version is 68.1.0esr (64-Bit) for openSuse Leap 15.
Using the network analysis tool of Firefox, nothing seems suspicious - a GET request to the correct server and port with the server returning status code 403. I have cleared the cache and used a clean profile to no avail.
I am stuck with version 68.1 since openSuse does not offer another version. So I will have to use the workaround of downloading the html page with curl and then viewing it with Firefox :-(
