- if multiple tabs are recording, stopping doesn't actually detach, but simply stops recording, disables CDP events
- allows restarting recording by reenabling CDP events after stopped
- allows for stopping / starting recording in multiple tabs note: if tab is closed, all recordings still get disconnected bump to 0.9.6
