Describe the bug

The URL search input field's placeholder attribute is not localized, the title attribute is however properly localized.

Steps to reproduce the bug

Go through the localization steps as documented on https://pywb.readthedocs.io/en/latest/manual/localization.html, using the source directory of pywb. After this, the web UI is localized properly, except for the URL search input field placeholder.

Expected behavior

The URL search input field's placeholder attribute should have changed to the new language too.
